Operations Manager - Mechanical, Electrical and Plumbing - based in Luxembourg

The EIB, the European Union's bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC), Corporate Real Estate Department (CRE), Asset and Property Management Division (APM), Property Management Unit (PM) at its headquarters in Luxembourg, an Operations Manager - Mechanical, Electrical and Plumbing*.

This is a full-time temporary position at grade 5.

The term of this contract will be 30th November 2028.

Purpose

You will manage and coordinate the lifecycle of the EIB Group’s Mechanical, Electrical and Plumbing (MEP) systems across Luxembourg buildings, in order to ensure safe, reliable, sustainable and cost-effective building engineering services that support business continuity, user experience and regulatory compliance and the Bank’s long term real estate and sustainability strategy.

In addition, you will receive the needs from the Asset Managers for the building engineering service needs, which supports the execution of the asset management plan.

This Includes

  • Managing preventive, corrective and predictive maintenance activities;
  • Overseeing service providers and contract performance;
  • Supporting and leading MEP-related projects;
  • Contributing to lifecycle optimisation, operational performance and energy efficiency improvements.

Operating Network

You will operate within the Property Management Unit and cover the operational ownership of MEP systems across approximately 290,000 m² of owned and leased buildings in Luxembourg, serving around 6,000 workstations and supported by a large multi-vendor on-site service ecosystem.

You will focus on the management and coordination of MEP systems within a complex, regulated and multi-stakeholder environment, requiring solid technical expertise and the ability to support both operational needs and longer-term asset performance.

The unit manage the preventive, corrective and predictive maintenance of:

  • Mechanical systems: HVAC, lifts, kitchen equipment’s, doors, windows…
  • Electrical systems: medium/low voltage, data networks, wiring, lighting, power distribution…
  • Plumbing systems: water, heating water, sewage, fuels, compressed air…
  • Security systems and Operational Technology
  • General building technical infrastructure: Facade, flooring, painting…

Accountabilities

  • Act as operations manager for all MEP systems, defining product vision, service levels, performance targets and lifecycle strategies aligned with CRE and EIB objectives.
  • Oversee the preventive, corrective and predictive maintenance of all building MEP systems to ensure safety, operational availability and regulatory compliance.
  • Monitor performance of technical equipment and analyse technical data to identify failures, inefficiencies or optimisation opportunities, supporting proactive asset management and continuous improvement.
  • Manage and steer external service providers as strategic partners, ensuring contractual performance, compliance and continuous improvement.
  • Define and prioritise operational and technical actions in coordination with internal stakeholders, contributing to continuous improvement and lifecycle optimisation strategies.
  • Participate in and, where required, coordinate MEP related projects, ensuring alignment with product roadmaps, quality standards, safety and cost controls.
  • Act as the technical single point of contact for MEP systems across Property Management, Facilities Management, Asset Management, RED (Real Estate Development Division), CSS (Corporate Security and Safety Division), GIS (Group Information Systems Directorate), Procurement and other internal stakeholders.
  • Monitor developments in emerging technologies (smart buildings, IoT, automation, energy systems) and contribute to assessments supporting their potential adoption.
  • Prepare operational reports, performance dashboards and technical documentation to support internal governance, audits and management oversight. Supports the regular performance review of the building.
  • Contribute to energy reduction and sustainability initiatives by analysing MEP performance and proposing technical enhancements and efficiency measures to the Asset Manager.
  • Contribute as subject matter expert to the EIB’s transition toward smart, sustainable and digitally enabled buildings.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Engineering or a related technical discipline.
  • At least 5 years of relevant professional experience, ideally in either Large building technical maintenance or MEP construction project management or Technical Facilities / Property Management.
  • Solid expertise in mechanical, electrical and plumbing systems.
  • Excellent knowledge of building maintenance standards, technical regulations and best practices.
  • Knowledge of smart building technologies, IoT and digital FM tools.
  • Experience with service provider management in a multisource environment.
  • Experience in multicultural and international environments.
  • Project management certification (PRINCE2, PMI, PM2 or equivalent) is an advantage.
  • MRICS certification is a plus.
  • Excellent knowledge of English and good knowledge of French. Knowledge of other EU languages would be an advantage.
